Gerardo Serrano focuses on M&A, finance, and corporate matters in a variety of regulatory sectors. Mr. Serrano possesses detailed knowledge of public administration and regulations including design, development, execution of legal lobbying, communication strategies, and high-level political negotiation.

He brings over 20 years’ experience working in large publicly-traded companies and corporations in the areas of oil & gas, power and alternative energy, healthcare, infrastructure, public-private partnership projects, government procurement, public policy, and emerging industries including the legalized cannabis industry.

From 2004 to 2007 Mr. Serrano was Alternate General Counsel for the World Energy Council – Mexican Chapter. He also represented the Ministry of Finance and the Ministry of Communications of the State of Mexico on 4 PPP projects for roads and highway infrastructure, including the incorporation of a guarantee trust.
